Mikhail Radutsky, chairman of the Verkhovna Rada’s National Health Care, Medical Assistance and Medical Insurance Committee, is convinced that corruption in the Medical and Social Expert Commissions is a legacy of the Soviet Union. On the air of the national telethon, he said what legislative changes are planned to get rid of this phenomenon, he writes UNN.
According to him, the first step was mandatory declaration of income by employees of TSEK and Military Medical Commissions.
“Corruption in MSEC has been there not today, but throughout my life. This is one of the worst legacies of the Soviet Union in our health care. We started working on MSEC reform in 2023. For example, the Verkhovna Rada together with the government introduced mandatory declarations for MSEC and VVK employees. I believe that these revelations of the employees of these organizations are the result of the general declaration presented today. But in general, unfortunately, corruption has always existed. The only thing is that it was not so painful for society, because it was not so much about our army and the defense of our country as it was during the war,” Radutsky said.
The People’s Deputy added that the relevant bill proposes the complete abolition of MSEC.
In the cluster hospitals, it is planned to operate multidisciplinary commissions that will determine the patient’s condition, the patient’s condition after treatment, after illness, after injuries, and after rehabilitation. Importantly, it will not be a definition of disabled or non-disabled. This will determine the incapacitated person’s point system, called percentage. Benefits, the possibility of rehabilitation and the possibility of employment will depend on this,” Radutsky added.
